    Description

      User story UIU-1214 states that there may be multiple transfer 'actions' for one fee/fine, but fails to state that they may be for different Transfer accounts. If the Transfer accounts are the same, we can issue one refund for the total amount of the transfers to the Transfer account. If more than one Transfer account was used, we must create additional refunds for each Transfer account.
