Open/Closed Loans toggle: Screenreader does not read which toggle option is active

1. Turn on a screenreader
2. Go to Loans page that contains Open/Closed loans toggle
3. Hit either toggle Open | Closed

Actual Outcome: The “open loans” and “closed loans” buttons do not indicate which is active.

Expected Outcome: The “open loans” and “closed loans” buttons does indicate which is active.

How to reproduce

Go to https://bugfest-honeysuckle.folio.ebsco.com/
Login with username: folio and password: folio
Go to Users app
Search 00774455
The User record returned should be Last name: Awenius | First name: Cornelia
Go to Loans accordion
Click on open loans link
Evaluate that a user can toggle between Open and Closed loans using a screenreader
