New Fee/Fine option 'Charge only' no longer creating charge 'action' for every new fee/fine

    Description

      While testing UIU-1980 on bugfest (graying out of 'Charge & pay now' option on New Fee/Fine page) Holly tested the 'Charge only' option and noticed that a charge 'action' is no longer being created. Also, the Remaining balance field now contains 'NaN'. This happened before and was fixed. Now it is back. See attached screen print.

      'Charge only' and then paying the fee/fine with a separate transaction is our workaround for 'Charge & pay now' being unavailable in Q3 2020. if Remaining balance is 'NaN', you cannot pay the fee/fine (or waive or transfer). Cancelling the fee/fine does still work.

      This is the same as UIU-1982, which was reported last week for the 'Charge & pay now' option. Last week I was not seeing this error for the 'Charge only' option.
