Charge & pay now: Problem back where charge 'action' not always created for 'Charge & pay now'

    Description

      This is most like a duplicate of UIU-1985!

      When I create a new fee/fine using the 'Charge & pay now' option, a charge 'action' is not created. Only a payment 'action' is created, as shown in attached screen print Charge-and-pay-now-not-creating-charge-action.jpg.

      There should be two 'actions' included, one for the charge and another for the payment, as shown in attached screen print Charge-only-and-pay-separately.jpg.

      This was reported and fixed earlier, so I'm not sure why it is happening again.

      Not having the 'charge' action will mess up the accounting process and the Circulation Log.
