Charge & pay now: Wrong source appearing in payment 'action' for 'Charge & pay now'

When you generate a manual fee/fine using the 'Charge & pay now' option, two 'actions' are created. One for the charge and one for the payment. The payment 'action' is listing the Source as the patron, not the staff member who took the payment. (See attachment Source-should-be-staff.jpg.) This is very strange and I'm not sure why this would suddenly start happening.

If you generate a manual fee/fine using the 'Charge only' option and then pay separately, the Source for the payment 'action' is correct. The error only occurs with 'Charge & pay now' and is widespread.
