Gray out 'Charge & pay now' option on New Fee/Fine page

    Description

      Over the last 3 days we have uncovered 3 bugs with the 'Charge & pay now' option on the New Fee/Fine page:

      • UIU-1975 - Charge & pay now: 'Payment methods' not always appearing for 'Charge & pay now' option of New fee/fine
      • UIU-1982 (was CIRC-1035) - Charge & pay now: Problem back where charge 'action' not created for 'Charge & pay now'
      • UIU-1981 (was CIRC-1038) - Charge & pay now: Wrong source appearing in payment 'action' for 'Charge & pay now'

      There may be other bugs lurking. Rather than hurrying up to resolve these specific bugs, we have decided to turn off the 'Charge & pay now' option until the refactored code is working properly. We will do this by graying out the 'Charge & pay now' button on the New Fee/Fine page (see attached screen print New-FF-Page.jpg).

      The workaround for users is to use the 'Charge only' option then do a separate payment.
