Manual patron block expiration date of today should not be allowed

Overview:
Users are able to enter today's date as the Expiration date for a manual patron block, but then manual patron block is not saved. Entering today's date should be invalid.

Steps to Reproduce:

1. Log into https://bugfest-honeysuckle.folio.ebsco.com/ as folio
2. Select a test user
3. Go to test user's User Information page
4. Expand the Patron blocks accordion
5. Press Create block button
6. Enter a Display description of whatever you want
7. Select an Expiration date of today
8. Press Save & close button

Expected Results:
Error message appears under Expiration date: Expiration date must be in the future
Not allowed to save the manual block without changing the Expiration date to a valid date or removing it

Actual Results:
Allowed to press 'Save & close' button
Manual block is not actually saved
