Not asked to confirm leaving New Fee/Fine page anymore

Overview: If I leave the New Fee/Fine page in any manner (X out, Cancel button) I immediately leave instead of being told I have unsaved changes and being asked if I really want to leave. On Goldenrod I am asked to confirm.

Steps to Reproduce:

1. Log into https://bugfest-honeysuckle.folio.ebsco.com/ as folio/folio
2. Open User Information for someone
3. Expand the Fees/Fines section
4. Press the Create fee/fine button, which will open the New fee/fine page
5. Select Fee/fine owner and Fee/fine type plus enter Fee/fine amount
6. Then do one of the following:
   • Press Cancel button
   • X out of page

Expected Results:
Pop-up asking me if I am sure I want to leave with unsaved changes...

Actual Results:
Left New fee/fine page immediately
