Limit number of claimed returned searches by settings

Purpose: Prevent users from adding additional searches when they have reached the number of searches specified in settings.

1. Scenario
   • Given:
     • an item with the item status Claimed returned and effective location for which service point S is the primary service point
     • an open loan for that item, with X number of Add search actions
   • when the value for Claimed returned searches on Service point S is greater than X
   • Then allow the user to add a search (UIU-1921) to the loan
2. Scenario
   • Given:
     • an item with the item status Claimed returned and effective location for which service point S is the primary service point
     • an open loan for that item, with X number of Add search actions
   • when the value for Claimed returned searches on Service point S is less than or equal to X
   • then do not display the Add search option on loan details or in the actions menu for open loans
3. Scenario
   • Given:
     • an item with the item status Claimed returned and effective location for which service point S is the primary service point
     • an open loan for that item, with 0 Add search actions
   • when the value for Claimed returned searches on Service point S not set to any integer
   • then allow the user to add searches to the loan without limit
