Add explicit truncation to search type "Last name"

Split from UIUI-1706

Purpose: Make it possible to better narrow search to find user records

User story statement(s):

As a librarian who is trying to locate a user record in the Users app
I want to be able to use explicit truncation in the search field last name
so that I can find a specific user more quicklywith less "noise" in the search results

Scenarios:

1. Scenario:
   • Given last name is selected
   • When "john" is entered into the search box and search is executed
   • Then all users with the last name john should display
2. Scenario:
   • Given last name is selected
   • When "john*" is entered into the search box
   • Then all users with the last name beginning with john should display (e.g. johnson)
