permissions search does not search translation values

Overview: Permissions without displayName attributes are not displayed in the permissions modal
Steps to Reproduce:

1. Log into folio-snapshot, edit any user, then click the "Add permission" button
2. Search for "Fast" in the modal

Expected Results: "Fast add: Create" is listed
Actual Results: "Fast add: Create" is not listed
Additional Information: You can confirm that this permission exists with this direct API query:

/perms/permissions?query=permissionName==ui-plugin-create-inventory-records.create

If somebody has updated the displayName attribute of this permission, create a POST request for one that omits and try searching for that.
