Permission error when opening Overdue Loans report with Limited permissions

Steps to Reproduce:

1. Log into folio-testing as user-basic-view/user-basic-view which is a user with only Users: Can view user profile
2. In the actions menu above the search result pane, click Overdue loans report

Expected Results: Per ecboettcher comment below, this report shouldn't be available unless you also have view loans permissions. So the fix for this should be that the report should not display as a menu option if I only have Users: Can view user profile.
