Change Fee/Fine Details 'Loan details' from 'View' link to 'Anonymized' text if associated loan has been scrubbed

    Description

      If a fee/fine is associated with a loan, but the loan has been scrubbed (i.e. no longer exists) change the Loan details 'View' link value in Fee/Fine Details to text 'Anonymized' (not a link) shown in attachment New-mockup2.jpg. Attachment Current-screen2.jpg shows how the page looks now for both scrubbed and unscrubbed loans. The 'View' link should remain for unscrubbed loans, only scrubbed loans should change.
