Bugfest: Manual anonymization fails

Overview:
Steps to Reproduce:

1. Log into bugfest-goldenrod as a user with all permissions
   • Can't repro on snapshot
2. Navigate to a user's closed loans for a user with a closed loan that has an associated fine/fee and a closed loan that has no associated fines/fees
   • see CIRC-825 for info on creating that scenario

3. Click Anonymize all loans

Expected Results: the loan without fees/fines anonymizes and disappears from the user's closed loans. the loan with fees/fines does not anonymize, stays in the list of the user's closed loans.
Actual Results: Error: ERROR: in module @folio/users, operation POST on resource 'anonymize' failed, saying: Access requires permission: circulation.loans.collection.anonymize.user.post
