Limits do not update correctly

Go Settings --> Usets --> Patron blocks --> Limits:

• POST request sends few times for the same limit
• when change 1 limit, there PUT request sends for 5 remaining limits
• when clean the limit value DELETE request does not send
• Change validation message from "Must be blank or a number from 0 to 999999" to "Must be blank or a number from 0.01 to 999999"
