Permissions Users: Can send create/reset password link

I do not know if this is my own operator error.

But: A user with the permission Users: Can send/create reset password link
Expects to see the link in the user record

Actual behavior: No user tab is present.

Perhaps this isn't meant to be a standalone permission.
