Copy existing fee/fine owner table drop-down entries incorrect

Steps

1. Go to Settings>Users>Fee/Fine>Manual charges.
2. Select Fee/Fine Owner CORNELIA from the Fee/fine owner drop-down.
3. Select the "Yes" radio button.
4. Look at the Fee/Fine Owners in the drop-down to the right of the radio button. The Fee/Fine Owners listed should be those who have one or more Fee/Fine Types (except for the SHARED Fee/Fine Owner).

Expected Results
The Fee/Fine Owner drop-down list should contain:

• Default
• Holly Fee/Fine Owner
• tca_ff_owner
• test2
