Unable to SAVE Comment Required setting change

This bug fix will be part of the hotfix release to Q1 2020 on April 27. The fix needs to be tested on SNAPSHOT and released by the end of the business day on April 24.

UPDATED 3 HOURS AFTER CREATION:
Now I am getting this error message after pressing the SAVE button...

If I press the OK button, I get a Success Toast indicating that my changes have been saved, but they have not actually been saved.

Steps

1. Go to https://bugfest.folio.ebsco.com/.
2. Select Settings App.
3. Go to Users>Fee/Fine: Comment Required
4. Change one or more settings from "No" to "Yes."
5. Press the SAVE button.

Expected Results

1. Received success toast.
2. Changes saved.

Actual Results

1. Nothing happens.
