Cannot get back to user app without closing browser

Summary
This has happened before. There appear to be different combinations of steps that cause this. Michal Kuklis fixed two situations we experience as part of UIU-1412.

Steps

1. Open Commander, Misty M user record at https://bugfest.folio.ebsco.com/.
2. Open the Fees/Fines accordion.
3. Click on the "X closed fees/fines" link to open Fees/Fine History (where "X" is the number of closed fees/fines).
4. Within Fees/Fines History, click on one of the rows to open Fee/Fine Details.
5. Then open Settings>Users>Fee/Fine: Owners
6. Go back to Users app, which will take you back to Fee/Fine Details.
7. Close Fee/Fine Details, which will leave you at the Settings>Users>Fee/Fine: Owners page.
8. There is no way to go back to the Users app except to log back in/close the browser.

Expected Results

1. Able to get back to Users app.

Actual Results

1. Unable to get back to Users app.
