Unable to save second Associated Service Point for Fee/Fine Owner

Summary
I am no longer able to assign a second Associated Service Point to a Fee/Fine Owner.

Steps
1. Open Settings>Users>Fee/Fine: Owners.
2. Edit an existing Fee/Fine Owner that has one Associated Service Point already (see attachments View-ff-owner-sps.png and Edit-ff-owner-sps.png).
3. Select a second service point to associate to the Fee/Fine owner (see attachment Add-second-ff-owner-sp.png).
3. Click on the save button to save the second Associated Service Point.

Expected result
Second service point is associated with the Fee/Fine Owner.

Actual result
Receive error : Error on saving data (see attachment Error-saving-ff-owner-sp.png).

Additional notes
The issue with the Associate Service Points extending outside of the box, covering the Save and Cancel buttons, has been reported as
