      Noticed this issue on https://folio-snapshot.aws.indexdata.com/

      1. Go to Settings > Users > Custom fields
      2. click Edit
      3. Edit a custom field
      4. Hit Save
      5. Then click on Users in Apps dropdown

      Expected Outcome: Go to the Users App

      Actual Outcome: Displays Settings within the Users app
