Resolve claim on loan details

Scenarios

1. Scenario
   • Given a loan for an item that is claimed returned
   • When viewing loan details for that item
   • Then:
     • display a Resolve claim button/dropdown menu between Renew and Change date
     • do not display claimed returned button or declare lost button
2. Scenario
   • Given the loan details for an item that is claimed returned
   • When the Resolve claim menu is open
   • Then display the following options:
     • Declare lost
     • Mark as missing
3. Scenario
   • Given the open Resolve claim menu on loan details
   • When the user declares the item lost
   • Then declare the item lost, as in UIU-1202, CIRC-646
4. Scenario
   • Given the open Resolve claim menu on loan details
   • When the user marks the item missing
   • Then mark the item missing, as in UIU-1216
