New Fee/Fine field "Additional information for staff" not being saved/displayed

      This bug must be fixed before Q1 2020 is released!

      While testing UIU-1158 at https://folio-snapshot.aws.indexdata.com/ Holly discovered this problem. This error does not occur in Q4 2019 (see https://bugfest.folio.ebsco.com/), so it must have been introduced with a change made since that release.

      Steps to reproduce:

      1. Charge a new manual fee/fine, entering text in the Additional information for staff field (as shown in attached screen print TEST1-Add-info-for-staff-1.JPG).
      2. Go to the Fees/Fines History page to view the patrons open fees/fines. Note that the icon indicating that there is a comment associated with the fee/fine is missing (as shown in attached screen print TEST1-Add-info-for-staff-2.JPG).
      3. Go to the Fee/Fines Details page to view the details for this fee/fine. Note that the Additional information for staff that you entered in step 1 above is not appearing in the Additional information column (as shown in attached screen print TEST1-Add-info-for-staff-3.JPG).

      (Note: We are currently experiencing the same problem with the Pay Fee/Fine modal when you select "Charge & Pay Now" from the New Fee/Fine page. See linked issue UIU-1480 for more information.)
