Lost item fee policy: Unable to enter processing fees

This is a fix to the Lost Item Fee Policy (UIU-1156) that needs to be fixed in Q1 2020. It doesn't need to be fixed before Q4 2019 is released because we aren't using Lost Item Fee policies yet.

When testing at https://bugfest.folio.ebsco.com/ for the Q4 2019 BugFest, Holly was unable to enter more than a one-digit Lost item processing fee or Replacement processing fee. (See attached screen print processing-fee-fields.jpg.)

This works fine at https://folio-testing.aws.indexdata.com/.
