Lost item fee policy: Unable to save Lost item fee policy

STATUS
This needs to be resolved before Q1 2020 is released as that is when the Lost item fee policy will start to be used. The best approach is to wait until the Q1 2020 BugFest environment is built and test this issue there. I suspect it won't happen. (Related issue UIU-1433 occurred only at BugFest as well, but now BugFest is working fine.) When testing the Q4 2019 release this error only occurred at https://bugfest.folio.ebsco.com/. Both https://folio-testing.aws.indexdata.com/ and https://folio-snapshot.aws.indexdata.com/ worked properly.

ERROR
When testing at https://bugfest.folio.ebsco.com/ for the Q4 2019 BugFest, we were unable to save a Lost Item Fee Policy. The red error box showed up, but it was empty so we had no idea why the policy wasn't saved. (See attached screen print error.jpg.)
