Changes made to patron blocks are not being saved fully

    Description

      Holly found this problem when attempting to test the fix for UIU-1420. If a change is made to the description to be displayed, the change shows up in User Information but when you edit the patron block a second time the change is not there. Follow the steps in attached file Steps2Create.pdf to see what is happening.
