Can't change a user from active to inactive.

Steps to reproduce:

1. Open a user record in edit mode.
2. Find the status field under "User information"
3. Change status from "Active" to "Inactive"

Expected result:
Status should remain "Inactive"

Actual result:
Status reverts back to "Active'
