      Background Information

      Holly didn't attempt to recreate this error because Zak told her this problem was already a known issue.
      Zak says this is related to UIU-1397.
      Holly set the priority at P1 for two reasons:

      1. There is no workaround.
      2. Patrons will be incorrectly blocked from library use.
      3. Sites that are testing for a 2020 implementation will be very confused by this error.

      Cornelia Awenius is responsible for testing Patron Blocks for BugFest. She reported this problem to Holly via Slack at 7:13 AM on December 13. See attached file Cornelias-Slack-Message.jpg for details.
