"List 'invisible' permissions" setting not working in 3.2

Steps to reproduce:

1. Open a user in Edit mode, click Add permissions. 171 permissions are displayed.

2. Got to Settings > Developer, and check the box List "invisible" permissions in add-perm menus?

3. Open the same user in Edit mode, click Add permissions.

Expected result:
With the addition of the "invisible permissions", more than 171 (maybe even 1000+) permissions are displayed.

Actual result:
Even with the supposed addition of the "invisible permissions", only 171 permissions are displayed.

I remember seeing a discussion about the usefulness of ever showing these "invisible" permissions in the UI, so I'm wondering if this is by design? Are there no longer any permissions categorized as "invisible"? Or is the "List invisible" functionality deprecated or broken in the latest release (although left confusingly intact in the UI)?
