Patron block modal erroneously including non-renewal block in list of renewal blocks

Holly found this error while testing at https://folio-release.aws.indexdata.com/ (which is currently the Q3.2 release).

A patron has three manual patron blocks, as shown in attached screen print Renewing-Block-Bug1.JPG. Only two of the manual patron blocks actually block renewing.
When we attempt to renew an item, all three blocks show up in the block modal as reasons why the patron is blocked (as shown in attached screen print Renewing-Block-Bug2.JPG). Only the two that block renewing should be appearing.

This does not happen with Borrowing and Requesting, only with Renewing.
