Display call number: Update Fee/Fine Details to display fully-formatted call number

Purpose

1. To display the fully-formatted call number on Fees/Fines History. Currently we display <Call number> and the users need for us to display <Effective Call Number Prefix> <Effective Call Number> <Effective Call Number Suffix> <Volume> <Enumeration> <Chronology> <Effective Copy Number>. <== Effective Copy Number is not yet available (and won't b untl MODINVSTOR-362 is completed, so we will use Item level Copy Number for now. See the attached screen prints for an example of how this is done now...
   • Current-call-number-ff-history.jpg - shows how Call number currently appears on Fees/Fines History.
   • Current-call-number-ff-details.jpg - shows how Call number currently appears on Fee/Fine Details.
   • Current-call-number-inventory.jpg - shows how Call number looks in Inventory and should look on Fees/Fines History and Fee/Fine Details.
2. To re-label displayed Call number as Effective call number string to match how it is labeled elsewhere. (See attached mock-up Call-number-ff-details.jpg for details.)

Scenarios

1. Scenario
   Given displaying fee/fine in Fee/Fine Details
   When fee/fine is for an item that includes a call number
   Then use Barcode of item to access Item Record for purpose of obtaining Effective call number string (see attachment Effective_call_number_string.JPG)
2. Scenario
   Given used Barcode of item to access Item Record
   When Item Record not found
   Then leave Call number displaying in Effective call number string field on Fee/Fine Details page as is (like it is now)
3. Scenario
   Given used Barcode of item to access Item Record
   When Item Record field Effective call number string blank
   Then leave Call number displaying in Effective call number string field on Fee/Fine Details page as is (like it is now)
4. Scenario
   Given used Barcode of item to access Item Record
   When Item Record field Effective call number string not blank
   Then set Effective call number string field on Fee/Fine Details page for item to Effective call number string from Item Record
