Fee/Fine permissions available for selection are not actually active

    Description

      This needs to be fixed as part of the Q4 2019 release.

      If you edit a user to add permissions, you will be able to select a bunch of fee/fine permissions that aren't actually active. Some are supposed to be invisible. The table at https://docs.google.com/spreadsheets/d/1O53Lxyf2TRslUlEZ2ZX1oEulE3jRuU3jQGSUEwmx140/edit?usp=sharing shows what is needed and what isn't.

      The fee/fine permissions that implemented sites (Chalmers) should be using remain the same:

      • Settings (Users): Can create, edit and remove fee/fine settings
      • Users: Can create, edit and remove patron blocks
      • Users: Can create, edit and remove fees/fines
