Description
Summary
Need to add the total count of suspended fees/fines to Fees/Fines History (aka Open/Closed/All Fees/Fines). There should not be any changes required to Fee/Fine Details. The changes should be to the data only.

Given patron with open fees/fines with current payment status = "Suspended claim returned"
When displaying Fees/Fines History
Then...- Exclude suspended fee/fine amount from Outstanding balance
- Include suspended fee/fine amount in Suspended balance
- Note: Outstanding balance and Suspended balance appear in two places on Fees/Fines History, as shown in the attached mock-up Claim-returned-ff-history.jpg
- Scenario
Given patron with open fees/fines with current payment status = "Suspended claim returned"
When displaying Fee/Fine Details
