      Open https://folio-snapshot.dev.folio.org/users?layer=create&sort=name
      Click "Add address"
      Expected: "Address type" is in focus so that I can select the desired type.
      Actual: The "Add address" button is in focus. When doing keyboard navigation only I need to press Shift+Tab seven times before I can start.

      Keyboard navigation is an accessibility requirement (WCAG 2.1 Criterion 2.1.1).
