Cannot create manual fee/fine: account does not exist

1. As diku_admin on folio-test
2. On open loan, select add fee/fine
3. Fill out form
4. Click charge

Expected: Fee/fine is charged to patron without producing an error
Actual: Error message occurs (ERROR: in module @folio/users, operation GET on resource 'account' failed, saying: AccountObject does not exist), but fee/fine is still charged.
