Enable translation of address label "Primary" and the address field labels when editing user record

Overview: In the user detail pane, the label "Primary" label is untranslatable. In the user edit pane, the "Primary" label is untranslatable as are the address field labels.

Steps to reproduce:

1. Login to FOLIO Snapshot, go to the Settings app: Tenant > Language and localization, set language to Arabic (or any other language different from English)
2. Go to Users app
3. When in the Search and sort pane (first pane), search for "Jim"
4. Select the Runolfsson, Modesta user and open the "Contact Information" pane. Note that the "Primary" label is not translated.
5. Edit the user. Note that the "Addresses" and "Use as primary address" labels are untranslatable, as are the address field labels. (Although on the display pane the address field labels are translated.)

Expected result:
The labels are translated to the language defined in Settings > Tenant > Language and localization

Actual result:
The search terms are in English
