[UIU-1088] Error accessing Users when have "Users: View requests" - FOLIO Issue Tracker

Steps:

Log into folio-testing as diku_admin and create a new user and give them only this permission: "Users: View requests" OR you can also give them "Users: Can view user profile"
Log out and log in as your new user
Click on Users

Expected: Should be able to use Users without error

Actual: Permission error showing

Additional information:

I removed the "Users: View requests" permission leaving the new user with only "Users: Can view user profile" and the error message disappeared
This used to work fine (see https://issues.folio.org/browse/UIU-757)
