Prevent manual anonymization of loans with fees/fines

As a circulation staff member, I want to prevent loans with fines/fees from being anonymized according to patron's wishes, so that our financial records remain compliant with state or other regulations.

Scenarios

1. Scenario
   • Given a closed loan, with at least one associated fee/fine
   • When the user selects Anonymize closed loans on the borrower's Closed loans page
   • Then do not anonymize the closed loan with associated fees/fines
2. Scenario
   • Given at least one closed loan with at least one associated fee/fine
   • When the user selects Anonymize closed loans on the borrower's Closed loans page
   • Then display an alert:
     • Header: Anonymization prevented
     • Body: <number of closed loans with at least one associated fee/fine> loan(s) had associated fees/fines and could not be anonymized.
     • Button: Close
