Description
When a transfer is being made, the user is required to select a Transfer Account. If no Transfer Accounts exist for the Fee/Fine Owner, display an error message as shown in the attached mock-up No-Transfer-Accounts.jpg.
ALSO: Change Transfer Account field label to Transfer account (also shown in attached mock-up). I noticed that this is correct at https://folio-testing.aws.indexdata.com
