Error when editing users and having the Users-can edit users permission

Steps to repro:

Log into folio-testing
Create a user and give them only this permission: "Users: Can edit user profile"
Log out and log into folio as new user
Click on Users
App Should open without error
Click on a user to edit.
Expected: can edit user

Actual: Get the error: ERROR: in module @folio/users, operation GET on reseource 'isLocalPasswordSet' failed, saying Access requires permission: login.credential-existence.get.
