UX Consistency Fix for New Fee/Fine for Additional information for patron

There are two consistency errors with the charge new fee/fine page:
1. The box for providing "Additional information for patron" is much too large (as shown in attached file Additional-info-for-patron-inconsistent.JPG). It should be the same size as the box for "Additional information for staff."
2. The text for the ""Additional information for patron" is not bolded like the text for the "Additional information for staff" box is (as shown in attached file Additional-info-for-patron-inconsistent.JPG). They should both be bolded.
