Add Check out action to the User record - DRAFT

Purpose: Add Check out and New request actions to the User record, either via a caret or an ellipsis menu

As a staff person
I want to be able to check out an item or create a new request once I have located a patron record, without having to copy the patron barcode and switch to the Check out or Request app
So that those actions can be handled more efficiently when they begin with lookup or review of the patron's record
