Make user address fields more configurable - DRAFT

Purpose: Make User address fields more configurable, both in the create/edit screen and in the patron notices

As a staff person
I want to be able to enter a user's address in the correct format, no matter if there are extra lines, or if the data elements are combined in a different way from other addresses
So that mailing addresses are complete and configured correctly for my country/locale

Scenarios

1. Scenario 1
   • Given the address fields of the User record
   • When ...
   • Then ...

NOTE: Per Chalmers, they need to be able to add Address Line 3, Address Line 4, etc. Need to be able to add the various address field tokens into patron notices in various orders (e.g. postal code comes before city for many countries)
