Change the UI of the Open/Closed loans toggle - DRAFT

Purpose: Then Open/Closed loans toggles look too much like buttons. Change the design so that they look more like toggles or tabs.

As a staff person
I want to be able to move between open and closed loans without accidentally thinking I'm clicking a button
So that I don't get confused

Scenarios

1. Scenario 1
   • Given the Open/Closed loans table in the User app
   • When ...
   • Then ...

NOTE Per kgambrell, we may need similar changes in other parts of FOLIO, e.g. pending & history for recepts and acquisitions check-in
