Loan details: action history not displaying on existing loans (sample data only)

For existing loans on folio-snapshot, no loan history displays.

1. On folio-snapshot as diku-admin
2. Navigate to a user with an existing loan (I use Velva Brakus or Penelope Feil)
3. Perform actions on the loan (renew or change due date)
4. Click on loan details

Expected: Actions are logged in the loan details action history
Actual: No loan history shows for the item, or only the initial check out displays.

Notes: I don't notice this bug on loans I create in the system, only the ones that are part of the data getting refreshed every day. Creating loans usually works fine for testing, but there are cases when I want to test a loan whose loan date is not today's date.
