Increase integration test frequency

      Description

      The integration test suite runs once a day, some time after the nightly build of folio-testing.

      Since a lot can happen in 24 hours, there's a wide array of potential causes to consider when the tests fail. By increasing frequency we can hopefully narrow the investigation down.

      Wayne Schneider and I just discussed this schedule for now:

      0-1 UTC : After most UI development has stopped but before new back-end changes are coming into folio-testing.

      – folio-testing is built around 1-3 UTC (with updated back-end modules, UI updates happen throughout the day)

      4-5 UTC : After back-end changes are applied but before most front-end development starts

      – Europe/Israel/etc start work

      13-14 UTC: Well into the European work-day but before the North American work day really sets in.

      – North America starts work
