Library CRUD Page Campus Filter Showing Too Many Campuses

Steps to repro:

1. Log into folio-testing
2. Go to settings > organization (soon to be renamed tenant)> Institituion
3. Create a second insitution if there isn't one already (I used Cate's Test Institution)
4. Create a campus for that institution (I used Cate's Test Campus)
5. Now go to the Library CRUD page and filter by institution = Københavns Universitet

Expected: I should not see Cate's Test Campus in the Campus menu because it is not part of Københavns Universitet

Actual: I do see Cate's Test Campus
