Settings --> Tenant --> Libraries -- count of number of locations does not populate consistently

Environment - Edelweiss, Duke's Test Instance.

We've loaded sample data for institution, campus, library and location.

On the Libraries page in Settings, the number of locations column is inconsistent:

For example, Divinity School Library is correct - it has 44 locations. Biol-Env. Sciences library is correct - it has three locations. The locations are inactive (all of ours are, currently, it's how they were loaded,) but the count is correct.

But the LSC has many more than 1 location, and Lilly and Music both have many more than zero locations. I can see them from the locations view - here are screenshots.

There are also two other libraries that show up as zero when they have locations, I just couldn't get them in the screenshot.
