Fix settings permissions for Tenant module

Permissions selection list has outdated set of permission for Organization ( see screenshot ...1600.png). These permissions have to be removed. That being said, permission list already has permissions set for Tenant module ( see screenshot ...1601.png). These permissions were tested and are working fine.

Also, permission "Settings (tenant): Can maintain plugin preferences" Should be renamed to "Settings (tenant): Can maintain preferred plugins" (see screenshot ...1611.png)
