Incorrect Library value is selected after the Campus selection changed

Steps to reproduce:

1. Open Settings > Tenant > Locations
2. Select Institution, Campus, Library.
3. Change Campus value to another one
4. Take a look at the selected Library value and locations list

Expected: The value “Select library” in the "Library" dropdown should be selected after Campus changed.

Actual: The new "Library" value is selected automatically and the list of locations is not presented. The user should select another value or switch between the default (“Select library”) and the currently selected value to load the list of locations.
